This bill mandates that certain public school employees, candidates for employment, employees of contracted service providers, and youth camp employees undergo a child abuse record information check conducted by the Department of Children and Families. Specifically, candidates and employees who are already required to undergo a criminal history record check will also need to consent to and pay for the child abuse check. If the Department substantiates any allegations of child abuse or neglect against an individual, that person will be permanently disqualified from employment or service in a school district or youth camp. The bill also ensures that individuals have the opportunity to challenge the accuracy of any disqualifying records.
Additionally, the bill requires that current employees in positions requiring a criminal history check undergo the child abuse record information check within five years of the bill's effective date. The Commissioner of Children and Families is tasked with adopting necessary regulations to implement the provisions of the bill, which will be effective for a period not exceeding one year. The bill is set to take effect immediately upon enactment.
