This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to issue special license plates for Delta Sigma Theta Sorority, Inc. The plates will feature a design that includes appropriate words or a slogan and an emblem honoring the sorority. An application fee of $50 is required, along with an annual renewal fee of $10. The fees collected will be deposited into a newly created Delta Sigma Theta Sorority, Inc. License Plate Fund, which will support the organization's mission and programs, including educational and health initiatives for disadvantaged communities. The bill also stipulates that state funds cannot be used for the initial costs of the program, which must be covered by non-public contributions not exceeding $25,000.

Additionally, the bill outlines that the Chief Administrator must certify the average cost of producing and issuing the plates annually. If this cost exceeds the application fee in two consecutive fiscal years, the program may be discontinued. The Eastern Regional Director of Delta Sigma Theta is required to appoint a liaison to facilitate communication with the commission, and the Chief Administrator is responsible for publicizing the availability of the plates. The bill repeals a previous law related to Delta Sigma Theta license plates and establishes that the provisions will not take effect until certain conditions are met, including the submission of at least 500 completed applications. If these conditions are not satisfied within a year, the bill will expire.
