This bill amends N.J.S.2A:15-10 to allow for the dismissal with prejudice of civil actions related to real estate when a notice of lis pendens has been filed, under specific circumstances. It introduces provisions that enable a defendant to file a motion for dismissal if the plaintiff has failed to diligently prosecute the action for at least six months after the notice of lis pendens has been discharged. The discharge can occur either due to the plaintiff's lack of diligence or their failure to demonstrate a probability of winning the case at a prior hearing. The court may grant the dismissal for these reasons or for other good cause shown.

The bill aims to expedite the dismissal of meritless claims against property owners, thereby providing them with enhanced protections. It will take effect immediately and apply to all civil actions filed on or after the effective date, as well as to any ongoing actions that have not yet been finally adjudicated.
