The bill also clarifies that it does not create new civil liabilities or rights of action and prohibits local governments from enacting conflicting regulations regarding caffeine disclosures. The provisions of this bill will take effect ten months after enactment, although the Commissioner of Health may begin preparatory actions beforehand.
