This bill authorizes the Commissioner of Transportation in New Jersey to establish public-private partnerships aimed at sharing de-identified traffic data. It allows the commissioner, or their designee, to enter into agreements with private entities that will take on full financial and administrative responsibility for developing data-sharing projects. These projects are intended to collect, share, and utilize de-identified data, including precise geolocation data, to provide motorists and the Department of Transportation with timely information regarding road closures, driving conditions, and rainfall.

Additionally, the bill stipulates that all proposed data-sharing projects must be submitted to the commissioner for review and approval, with criteria for this process determined in consultation with the Office of Information Technology. It also clarifies that private entities involved in these partnerships must adhere to state data privacy laws and will not be classified as state agencies or political subdivisions under existing legislation. The act is set to take effect immediately upon passage.
