This bill mandates the Division of Gaming Enforcement within the Department of Law and Public Safety to conduct a study assessing the effectiveness of various words and phrases in advertisements for casino games and sports pools. The study aims to identify language that can deter illegal or irresponsible gambling, challenge public perceptions of gambling, and promote responsible gambling tools. It will evaluate factors such as the resonance of specific phrases with the public, their impact on responsible betting behavior, and the effectiveness of different placements and font sizes in advertisements. The study must be completed within 12 months, and its findings will inform the development of three to ten key phrases that must be included in gambling advertisements, alongside existing required language like "If you or someone you know has a gambling problem and wants help, call 1-800 GAMBLER."
Additionally, the bill introduces new regulations to ensure that gambling-related advertisements are not deceptive and mandates that they include the newly developed key phrases. It also emphasizes the need to restrict such advertisements from being placed in or near locations frequented by underage individuals, such as schools and college campuses, as well as in media targeting prohibited persons, including those on the self-exclusion list. The bill aims to enhance the effectiveness of gambling advertisements while promoting responsible gambling practices.
