This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to create and issue special childhood cancer awareness license plates for motor vehicles registered in the state. The plates will feature designs and colors that signify support for childhood cancer awareness, selected in consultation with the WITH Grace Initiative. An application fee of $50, along with an annual renewal fee of $10, will be charged for these plates, with the proceeds going into a special fund dedicated to supporting childhood cancer research. The bill also stipulates that state funds cannot be used for the initial costs of the program, which must be covered by non-public contributions, not exceeding $25,000.

Additionally, the bill outlines that the Chief Administrator must certify the average cost of producing and issuing the plates annually. If the average cost exceeds the application fee for two consecutive years, the program may be discontinued. The WITH Grace Initiative is tasked with appointing a liaison to facilitate communication with the commission and must provide at least 500 completed applications before the program can commence. The provisions of the bill will not take effect until 13 months after the necessary conditions are met, and it will expire if those conditions are not satisfied within 15 months.
