This bill mandates that all public and nonpublic schools in New Jersey must have at least one portable anti-choking device available in key locations such as the cafeteria and the school nurse's office. These devices must be easily accessible and placed in unlocked locations during school hours and at school-sponsored events. Each device must be clearly marked with an identifying sign, and it is defined as a portable medical device registered with the FDA that uses suction to clear airway blockages during choking emergencies.
Additionally, the bill requires school boards to develop policies for the use of these devices, which must include training for school nurses and employees in airway management and the operation of the devices. The Commissioner of Education is tasked with providing annual training opportunities for school staff, and the Department of Education will reimburse schools for the costs associated with implementing these requirements. The bill is set to take effect 180 days after enactment, with provisions for anticipatory administrative actions to ensure timely implementation.
