The bill establishes the "Remote Methadone Dosing Pilot Program" within the New Jersey Department of Human Services (DHS) with the aim of enhancing compliance and reducing costs associated with medication-assisted treatment for opioid use disorder. The program will utilize telehealth and telemedicine to remotely monitor patients' methadone-based treatment, allowing for take-home doses of methadone. The Division of Mental Health and Addiction Services will select one opioid treatment program (OTP) from Atlantic City, Camden, and Paterson to participate in the pilot. Participation in the program is voluntary for patients, and each OTP will be required to report annually on various metrics related to patient outcomes and cost-savings.
To support the implementation of this pilot program, the bill appropriates $225,000 from the General Fund, with $75,000 allocated as grants to each participating OTP. Additionally, the DHS is tasked with preparing a report within four years of the program's establishment, analyzing its impact on patient outcomes and cost-savings, and providing recommendations for potential legislative or regulatory actions regarding the expansion of remote methadone dosing in the state. The bill also allows the Commissioner of Human Services and the Commissioner of Health to adopt necessary regulations to implement its provisions.
