This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to issue special license plates for members of the United States Coast Guard (USCG), including active and former members, as well as their spouses and parents. The license plates will feature the USCG Seal and a design selected by the Chief Administrator in consultation with the USCG. Applicants must pay a $50 application fee and an annual renewal fee of $10, with the proceeds going into a newly created United States Coast Guard License Plate Fund, which will be appropriated annually to the USCG after covering administrative costs.
The bill stipulates that no state or public funds will be used for the initial costs of the license plate program, which includes design, production, and publicity. Instead, the USCG or a designated entity must contribute up to $25,000 to cover these costs. The MVC cannot begin the program until it receives this funding and at least 500 completed applications for the plates. The bill will take effect only after these conditions are met and will expire if not fulfilled within a specified timeframe.
