This bill mandates the Commissioner of Education to create a three-year pilot program aimed at improving reading levels among students who are not reading at grade level by the end of second grade in selected school districts. The program will provide summer school instruction to these students, with the objective of ensuring they can read at grade level before entering third grade. School districts wishing to participate must submit an application detailing the number of elementary schools, second grade student enrollment, past summer school instruction data, and enrollment figures for summer school over the previous three years. The commissioner will select two districts from each of the northern, central, and southern regions of New Jersey, ensuring a diverse representation of urban, suburban, and rural areas.

Additionally, the bill allocates $1 million from the General Fund to the Department of Education for the establishment and implementation of this pilot program. At the end of the three-year period, the commissioner is required to evaluate the program's effectiveness and report findings to the Governor and Legislature, including recommendations on whether the program should be expanded statewide.
