This bill amends existing New Jersey law to allow individuals diagnosed with post-traumatic stress disorder (PTSD) to qualify for a handicapped parking placard. The definition of "person with a disability" is expanded to include those diagnosed with PTSD, as certified by a licensed psychiatrist or psychologist. In addition to the new provision for PTSD, the bill also updates the requirements for obtaining a person with a disability identification card and temporary placards. It specifies that applications must include certification from a broader range of medical professionals, including psychiatrists and psychologists, and clarifies the process for issuing temporary placards for individuals with temporary disabilities. The bill also establishes that no fee will be charged for the issuance of a permanent placard, while a nominal fee of $4.00 will apply for temporary placards. The act is set to take effect seven months after its enactment, allowing for necessary administrative preparations.
