This bill amends New Jersey law to facilitate the direct sale of zero emission light-duty trucks by motor vehicle franchisors to consumers. It modifies existing regulations to allow franchisors to own and operate retail facilities for servicing these vehicles without being restricted to current motor vehicle franchisees. The bill introduces new definitions for "zero emission light-duty truck" and clarifies that a "place of business" includes locations where these trucks are sold, thereby enhancing consumer access to these environmentally friendly vehicles.

Additionally, the bill establishes conditions under which franchisors can sell zero emission light-duty trucks directly to consumers, including the requirement to operate no more than four business locations in the state and maintain at least one retail facility for servicing the vehicles. It also allows manufacturers to bypass restrictions that limit sales to franchised dealerships, promoting direct sales. The definition of a zero emission light-duty truck is specified, and the act is set to take effect immediately upon passage.
