This bill amends current election law to allow registered voters to receive official primary and school election sample ballots via electronic mail, provided they request this option. Under the new provisions, the district board or commissioner of registration must send the sample ballots and any required documents electronically to those voters who opt for this method. Voters are required to provide their physical address when making the request. If there is a failure to deliver the electronic ballot, a paper copy must be sent to the voter. Additionally, the electronic mail addresses of voters who choose this option will not be considered public records and will be kept confidential.

The bill also mandates the Secretary of State to collaborate with election officials to develop standard procedures for implementing these changes. These procedures will include informing voters about the option to receive ballots electronically, ensuring the confidentiality of email addresses, and allowing voters to switch back to receiving paper ballots if desired. Importantly, voters will be informed that by opting for electronic delivery, they waive the right to hold election officials accountable for any issues that may prevent the successful delivery of the sample ballot due to technical problems beyond the sender's control.
