This bill allocates $200 million from federal government assistance related to the coronavirus pandemic to the New Jersey Department of Labor and Workforce Development for the purpose of upgrading the information technology infrastructure of the Division of Unemployment Insurance. Should federal funds be partially or fully unavailable, the bill stipulates that the allocated funds will instead come from the "New Jersey Debt Defeasance and Prevention Fund" to support capital construction projects.

Additionally, the bill mandates that within 60 days of its effective date, the Department of Labor and Workforce Development must submit an implementation plan to the Legislature to detail how the provisions of the bill will be executed. The act is set to take effect immediately upon passage.
