This bill establishes employment stability measures for high school coaches in public school districts by mandating specific contract terms. A head coach who is a tenured employee or an out-of-district employee must receive a three-year employment contract, while an assistant coach must receive a two-year contract. Coaches will automatically be reappointed for another term unless the board of education provides written notice at least 90 days before the contract's expiration that they will not be reappointed.
Additionally, the bill stipulates that coaches can only be dismissed or have their compensation reduced for just cause, and they cannot be dismissed for arbitrary or unlawful reasons. If a tenured coach is dismissed due to a poor evaluation, they must be given one year to address deficiencies with district support. Coaches who face dismissal or compensation reduction are entitled to written notice within five days of the decision and can request a hearing before the board of education. The hearing process includes rights to representation, witness presentation, and cross-examination, with costs for court reporting covered by the school district. The board must issue a written decision following the hearing, which can be appealed to the Commissioner of Education within 90 days.
