The bill requires these entities to submit an initial report to the Governor and the Legislature within 30 days of the bill's enactment, detailing actions taken since 2021, evaluating their effectiveness, and outlining plans for ongoing implementation leading up to and during the World Cup. A final report is also required within 30 days after the final match on July 19, 2026.

Additionally, municipalities hosting official World Cup events must prepare a local human rights plan to address the impact of the World Cup on their communities. This plan must be guided by the FIFA World Cup 2026 Human Rights Framework and submitted to the Chief Diversity Officer within 30 days of designation as a venue. Municipalities are also required to submit a follow-up report evaluating the effectiveness of their plans within 30 days after the final match. The bill emphasizes the importance of these reports to ensure that the benefits of the World Cup are enjoyed by all residents, workers, and visitors while addressing potential challenges related to health, safety, and welfare.
