This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to issue classic New Jersey license plates that replicate designs used between 1979 and 1991. To obtain these plates, applicants must pay a $50 application fee and an annual renewal fee of $10, in addition to standard vehicle registration fees. The bill stipulates that the fees collected will be deposited into the Special Transportation Fund after deducting costs related to the design, production, and issuance of the plates, as well as any necessary computer programming changes. The Chief Administrator is required to certify the average cost of producing these plates annually, and if the cost exceeds the application fee for two consecutive years, the program may be discontinued.
Furthermore, the bill specifies that state or public funds cannot be used for the initial costs associated with the classic license plate program. Instead, a designated individual or entity must contribute up to $25,000 to cover these costs, and private donations are also permitted. The commission will not begin the program until the necessary funds and at least 500 completed applications are received. The provisions of the bill will not take effect until 13 months after these conditions are met, and it will expire if the requirements are not satisfied within 12 months of enactment.
