This bill mandates the Department of Law and Public Safety (DLPS) to create or identify training materials and an online tutorial focused on effective interactions between law enforcement officers and hearing impaired individuals. The training will cover the rights of hearing impaired persons to request assistance from a qualified interpreter. The DLPS is required to distribute these training resources to all State, county, and municipal law enforcement agencies, as well as campus police departments at institutions of higher education that appoint police officers.
Additionally, the bill stipulates that all law enforcement departments and campus police departments must provide annual in-service training using the materials developed by the DLPS. They are also required to contract with an agency capable of providing a qualified interpreter within two hours of a request. The bill defines "hearing impaired person" and "qualified interpreter" in accordance with existing law, ensuring clarity in the terms used. The act will take effect on the first day of the seventh month following its enactment.
