This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to issue special license plates for the Ancient Order of Hibernians. The license plates will feature a design selected by the Chief Administrator in consultation with the Ancient Order of Hibernians, and will include a $50 application fee and a $10 annual renewal fee. The fees collected will be deposited into a newly created Ancient Order of Hibernians License Plate Fund, which will be used to cover administrative costs and subsequently appropriated to the organization. The bill also stipulates that if the average cost of producing the plates exceeds the application fee for two consecutive years, the Chief Administrator may discontinue the issuance of these plates.

Additionally, the bill mandates that no state funds will be used for the initial costs associated with the production and promotion of the license plates. Instead, the Ancient Order of Hibernians or a designated entity must contribute up to $25,000 to offset these costs. The commission will not begin the design and production of the plates until it receives this funding and at least 500 completed applications. The provisions of the bill will not take effect until these conditions are met, and it will expire if they are not satisfied within 12 months of enactment.
