This bill establishes a formal process for county colleges in New Jersey to offer baccalaureate degree nursing programs. It recognizes the critical need for a more highly educated nursing workforce, as highlighted by various reports, including the Institute of Medicine's 2010 recommendations. The bill allows the board of trustees of a county college to submit a detailed proposal to the New Jersey Presidents Council, which must include information on the program's description, unmet regional needs, facilities and resources, cost analysis, admission requirements, curriculum, faculty credentials, and enrollment projections.

The New Jersey Presidents Council is tasked with reviewing the proposals and notifying the county colleges of any deficiencies within 30 days. After addressing any issues, the council will forward the completed proposal to the Secretary of Higher Education, who will make a determination on approval within 60 days. The establishment of these programs is contingent upon receiving accreditation from the New Jersey Board of Nursing. This initiative aims to expand access to nursing education and ultimately improve healthcare quality in the state.
