This bill establishes the Rider Advocacy Commission within the Department of Transportation, which will be independent of the department's supervision. The commission will consist of three members appointed by the Governor, the President of the Senate, and the Speaker of the General Assembly, with terms ranging from one to five years. The commission is tasked with creating the New Jersey Transit Office of Customer Advocate, headed by a Rider Advocate who will report directly to the commission. The Rider Advocate will have the authority to protect the interests of New Jersey Transit Corporation (NJT) customers and can temporarily hire expert assistants when necessary.

The New Jersey Transit Office of Customer Advocate will be responsible for investigating and advocating for customer experience matters related to NJT operations. This includes providing analysis and feedback to the NJT board, the Governor, and the Legislature, as well as representing customer interests in matters such as fare increases and service changes. The office will conduct monthly meetings with customers, allowing for remote participation, and will facilitate public input through its website and voicemail. Funding for the commission and office will come from the State Treasurer, separate from NJT's appropriations. Additionally, the bill repeals a previous requirement for NJT to employ a customer advocate.
