This bill establishes a special license plate program in New Jersey to promote Autism Awareness. The Chief Administrator of the New Jersey Motor Vehicle Commission is tasked with issuing these plates, which will feature a design and slogan supporting Autism Awareness, developed in consultation with the Governor's Council for Medical Research and Treatment of Autism. Applicants for the plates must pay a $50 initial fee and a subsequent annual renewal fee of $10, with the proceeds directed to the Autism Awareness License Plate Fund. This fund will support the University of Medicine and Dentistry of New Jersey, with the stipulation that no state funds will be used for the initial costs associated with the program.
To initiate the program, the bill requires that a designated representative from the Governor's Council contribute up to $25,000 to cover initial costs, and that at least 500 completed applications for the plates be submitted. The commission is prohibited from moving forward with the design and issuance of the plates until these conditions are met. Additionally, if the average cost of producing the plates exceeds the application fee for two consecutive years, the Chief Administrator has the authority to discontinue the program. The bill will not take effect until the specified conditions are satisfied, and it will expire if they are not met within 12 months.
