This bill amends N.J.S.18A:65-14 to add two student representatives to the board of governors of Rutgers University. The current board consists of the university president as a non-voting member and 15 voting members, with the majority appointed by the Governor and the remainder by the board of trustees. The new provision specifies that the student representatives must be full-time, regularly matriculated students in good academic standing, at least 18 years old, and U.S. citizens. They will be elected by the university's student body for two-year terms.

Additionally, the bill mandates that the board of governors hold a public hearing within 90 days of the bill's effective date to discuss the election method for the student representatives. Following this hearing, the board will decide whether the election will be conducted by the entire student body or by the student government association. The first election will include one student serving a one-year term and another serving a two-year term, with the latter acting as an alternate in the first year. Subsequent elections will follow a similar pattern, ensuring ongoing student representation on the board.
