This bill mandates the Department of Community Affairs (DCA), in collaboration with the Commission on Human Trafficking, to establish a Statewide initiative for the Red Sand Project, which will take place during Human Trafficking Prevention Month in January. The initiative aims to raise awareness about human trafficking and honor victims who are often overlooked by society. Additionally, the Attorney General is authorized to allocate funds from the Human Trafficking Survivors Assistance Fund to support this initiative.

The bill also amends existing law to require the Commission on Human Trafficking to develop mechanisms for promoting the Red Sand Project alongside its current responsibilities, which include raising public awareness about human trafficking and supporting victim assistance programs. The Red Sand Project, created by artist Molly Gochman, involves pouring red sand into sidewalk cracks to symbolize the victims of human trafficking who fall through societal gaps. This initiative is intended to enhance the commission's efforts in combating human trafficking and improving public understanding of the issue.
