This bill establishes requirements for public utility customers who complete qualified construction projects aimed at mitigating damage from natural disasters. Customers must provide a certification from a licensed contractor to the Board of Public Utilities and their respective public utilities within 90 days of project completion. Failure to do so may result in the customer being liable for costs incurred by the utility for necessary infrastructure upgrades related to the construction.

Additionally, the bill prohibits public utilities from billing customers for costs associated with infrastructure upgrades resulting from these qualified construction projects, provided the customer has complied with the certification requirement. However, utilities may charge customers for their pro rata share of any increase in the utility's rate base or other recovery mechanisms approved by the board. The costs incurred by the utility for necessary upgrades can be included in the utility's rate base for recovery in rate cases.
