The bill stipulates that no state funds will be used for the initial costs associated with the production and promotion of the license plates, which must be covered by contributions from the Veterans Haven Council or designated entities, not exceeding $25,000. Additionally, the commission will not begin the program until it receives at least 500 completed applications and the necessary funds to offset initial costs. The chief administrator is tasked with publicizing the availability of these plates, and if the average cost of production exceeds the application fee for two consecutive years, the program may be discontinued. The provisions of the bill will remain inactive until the required conditions are met, and it will expire if not fulfilled within 12 months.
