This bill mandates the New Jersey Transit Corporation (NJT) to establish a two-year pilot program aimed at equipping every light rail train set operating in the southern part of the state with opioid antidotes to address potential opioid overdoses. The program will involve obtaining and distributing opioid antidotes, maintaining secure storage locations on each train that trigger silent alerts to operators when accessed, stocking these locations with at least two doses of the antidote, and providing clear signage and informational materials in both English and Spanish. Additionally, authorized employees and contractors will be responsible for routine checks and record-keeping related to the opioid antidote supply, but they will not be required to administer the antidote or undergo specialized training for its use.
The bill also includes an appropriation of $100,000 from the General Fund to support the implementation of the pilot program. Following the two-year period, NJT is required to prepare a report evaluating the program's effectiveness and making recommendations on whether to adopt a permanent statewide initiative. This report must be submitted to the Governor and the Legislature within six months after the pilot program concludes, and the bill will expire upon the submission of this report.
