This bill mandates the Commissioner of Education to create a matching grant program aimed at supporting school districts, charter schools, and renaissance school projects that utilize a portion of their eligible federal funds to enhance student instructional time and accelerate learning. The eligible funds are defined as local educational agency subgrants from the Elementary and Secondary School Emergency Relief Fund under the American Rescue Plan Act of 2021, excluding amounts reserved for addressing learning loss. To qualify for the grant, a district or school must demonstrate an increase in the percentage of students who did not meet or partially met expectations in English language arts or mathematics compared to the 2018-2019 school year.
The program is designed to assist educational institutions in implementing high-quality, evidence-based interventions that address the academic, social, and emotional needs of students, particularly in response to learning disruptions caused by the COVID-19 pandemic. Schools that receive grants will be required to use the funds for various educational programs, including tutoring, summer learning academies, and hiring additional staff. The total funding for the program is capped at $200 million, and the grants will be matched at 50% of the eligible funds dedicated to the approved interventions. Additionally, the Commissioner is tasked with evaluating the program's effectiveness and reporting on its impact on student achievement and learning loss by July 30 of each school year.
