The bill establishes the "New Jersey Out-of-School Time Advisory Commission," which will consist of 22 members, including various state commissioners, legislative representatives, and public members appointed by the Governor from organizations related to youth development and education. The commission's primary responsibilities include assessing the current state of out-of-school time programs, adopting statewide standards for these programs, examining funding sources, and making recommendations to enhance the quality and accountability of before-school, after-school, and summer programs across different school districts.

Additionally, the Department of Education, in collaboration with the Office of the Secretary of Higher Education, is tasked with selecting a public institution of higher education to provide support services to the commission within 90 days of the bill's effective date. The commission is required to issue an interim report within one year of its formation and a final report within two years, after which it will dissolve 30 days following the submission of the final report.
