The program aims to monitor vehicle weights as they approach bridges, particularly those in poor condition, using weigh-in-motion systems. The DOT will select monitoring locations based on bridge conditions and documented violations, while ensuring that individual vehicle and personal information is not retained or disclosed for unrelated purposes. Upon detecting violations, the DOT is required to issue a structural monitoring notification, prompting necessary inspections of the affected bridges.

The DLPS will enforce existing vehicle weight restrictions through the monitoring systems, with a grace period of 90 days during which detected violations will result in warnings rather than immediate penalties. Both departments are responsible for publishing annual reports on the program's operations, including data on vehicles weighed and violations recorded. The bill also includes provisions for adopting rules and regulations to govern the program, ensuring proper record handling and enforcement protocols.
