This bill establishes the EMT Workforce Development Partnership within the Department of Health (DOH) to create pathways for high school students aged 16 and older, students in higher education, and community residents to become certified emergency medical technicians (EMTs). The partnership will be developed by the Commissioner of Health in collaboration with the Commissioner of Education and the Secretary of Higher Education, along with licensed hospitals and other certified EMT training agencies. The bill outlines that these agencies will conduct the training and administer the necessary examinations for certification. It also specifies that participating institutions cannot charge fees for the training or certification exam, provided that students complete the course, pass the exam, and serve as EMTs for at least two years in their local communities.

Additionally, the bill mandates the establishment of a recruitment campaign to raise awareness about the importance of EMTs and the benefits of the partnership. It includes provisions for provisional certification for minors who complete the training and pass the exam, and it requires reimbursement for those who do not fulfill the service requirement. The bill appropriates $1.5 million from the General Fund to support the implementation of these initiatives.
