These programs are defined as non-residential, community-based psychosocial rehabilitation initiatives aimed at helping individuals address emotional or behavioral challenges and reintegrate into the community. The new language clarifies that coverage for these clubhouse services will not interfere with other mental health services that may be prescribed concurrently.

Furthermore, the bill includes provisions ensuring that providers cannot charge recipients additional amounts beyond what is covered by Medicaid, and it prohibits copayments or cost-sharing for individuals eligible for medical assistance, except as required by federal law. The Commissioner of Human Services is also tasked with applying for any necessary state plan amendments or waivers to implement these provisions and secure federal financial participation. This legislation aims to enhance access to mental health rehabilitation services, support individuals in their recovery, and facilitate their reintegration into the community, with the act taking effect immediately upon passage.
