This bill amends R.S.40:5-2 to authorize counties and municipalities in New Jersey to make voluntary contributions of up to $70,000 annually to nonprofit veterans organizations that provide services to veterans within their jurisdiction. The bill stipulates that these contributions must be used to address various issues faced by veterans, including housing assistance, food security, mental health, and career transitions. Additionally, it requires that the nonprofit veterans organization provide an accounting of all funds received from the county or municipality in the previous year, detailing how those funds were utilized for programs or resources accessible to veterans.

Furthermore, the bill retains the existing provision that allows counties and municipalities to contribute up to $125,000 annually to volunteer emergency services associations. It also includes a provision for additional contributions to these associations in cases of extraordinary need, contingent upon the association demonstrating the necessity for such funds. The bill defines a "nonprofit veterans organization" as one that provides support services to veterans and qualifies as a section 501(c)(19) tax-exempt organization under the Internal Revenue Code. The act is set to take effect immediately upon passage.
