The system is required to be fully operational by September 1 of the first full academic year after the bill's enactment.

Additionally, the bill allows independent institutions of higher education in New Jersey the option to participate in this common course numbering system. The intent of the legislation is to streamline course identification and transferability among institutions, thereby enhancing the educational experience for students pursuing higher education in the state. The bill is set to take effect immediately upon enactment.
