This bill mandates the Commissioner of Education to conduct a study on the learning loss experienced by students with developmental disabilities due to the COVID-19 public health emergency. The study will specifically examine the effects of increased virtual instruction and services on the academic outcomes of these students. It will include a comparison of their current skill levels to those prior to the pandemic and will utilize various resources for analysis, such as psychoeducational evaluations, data on compensatory education services, attendance rates, and feedback from parents regarding the challenges faced by their children during this period.

The Commissioner is required to report the findings and recommendations of this study to both the Governor and the Legislature within 180 days of the bill's effective date. The act will take effect immediately and will expire upon the submission of the report.
