This bill amends New Jersey's firearm laws by upgrading the penalties for several offenses related to the manufacturing and distribution of firearms. Specifically, it elevates the crimes of purchasing firearm parts to manufacture a firearm without a serial number, manufacturing firearms using a three-dimensional printer, distributing digital instructions for firearm manufacturing to unlicensed individuals, manufacturing covert or undetectable firearms, and transporting firearms manufactured without a serial number from second-degree to first-degree crimes. A first-degree crime carries a penalty of 10 to 20 years imprisonment and fines up to $200,000, compared to the second-degree crime penalties of 5 to 10 years imprisonment and fines up to $150,000.
Additionally, the bill clarifies existing laws by explicitly including the possession or obtaining of firearm parts for manufacturing without a serial number, as well as extending the prohibition on transporting firearms without a serial number to include firearm frames or receivers, whether separately or as part of a kit. It also specifies that the prohibition on transporting firearms without a serial number does not apply to firearms exempt from serial number requirements under federal law. These changes aim to strengthen regulations surrounding firearm manufacturing and enhance public safety.
