The Justice for Vulnerable Residents Act establishes the Justice Center for the Protection of Individuals with Intellectual or Developmental Disabilities in New Jersey, an independent entity under the Department of Law and Public Safety. This center is responsible for overseeing investigations into allegations of abuse, neglect, and exploitation of individuals with intellectual or developmental disabilities in state-licensed or operated residential and day habilitation settings. The Act emphasizes the need for a centralized investigation process, inspired by successful models from other states, particularly New York, to enhance the safety, dignity, and rights of vulnerable individuals.

The Justice Center will be led by a director appointed by the Governor, supported by two deputy directors focused on criminal and civil investigations. The Act mandates that investigations be completed within 90 days and detailed reports be issued on findings. It also establishes a Central Registry of Offenders Against Individuals with Developmental Disabilities and creates the Justice Center Disability Mortality and Abuse Prevention Medical Review Board to review unusual deaths in state facilities. The director is required to submit an annual report on the center's activities, ensuring accountability and transparency in the protection of individuals with intellectual or developmental disabilities.
