This bill establishes a statewide database to track the occupancy status of shelter beds for the homeless in New Jersey, utilizing the Homeless Management Information System (HMIS). It mandates that operators of homeless shelters, along with selected local information and referral providers, have access to real-time data regarding available beds. Shelter operators are required to update the HMIS within one hour of a bed becoming available or being filled. Notably, the bill explicitly states that these provisions do not apply to shelters for victims of domestic violence.

Additionally, the bill stipulates that homeless shelters, which are regulated by the Department of Community Affairs, must cooperate in providing necessary information to the database as a condition for receiving funding from the Department of Community Affairs and the Department of Human Services. This requirement aims to enhance the efficiency of shelter operations and ensure that individuals in need of emergency shelter can be directed to available accommodations. The act is set to take effect 60 days after its enactment.
