This bill establishes the Legislative Enactment Oversight Committee within the Department of State to ensure the effective and timely implementation of laws and joint resolutions passed by the Legislature and signed by the Governor. The committee will monitor the implementation process, assess efficiency and timeliness, evaluate resource availability for public entities responsible for implementation, and collect data on the impact of the laws. It will consist of 15 members, all New Jersey residents, appointed by the Governor based on recommendations from various legislative leaders, and will serve five-year terms. Members will receive annual salaries, with the chair earning up to $120,000 and other members up to $90,000.

The committee is empowered to conduct business without a majority present but requires majority approval for official actions. It will hold regular meetings, may form subcommittees, and can employ necessary personnel. Additionally, the committee will submit reports at least twice a year to the Governor and the Legislature regarding its findings and actions. The bill aims to enhance the efficiency of government operations by ensuring that newly enacted laws are implemented as intended.
