This bill establishes a mechanism for deactivating certain advisory or temporary committees, councils, panels, and task forces if they fail to meet or achieve a quorum at least once every year. Specifically, if such a body, created by an act or joint resolution, does not conduct business within a 365-day period, it will be deemed inactive. The Secretary of State is tasked with the annual review of meeting records for these bodies to identify any that meet the criteria for inactivity.
Upon being deemed inactive, the appointments of all members serving on that body will be terminated, and the body will lose the ability to utilize the services of employees from any State, county, or municipal department, board, bureau, commission, or agency. This bill aims to streamline the functioning of advisory bodies by ensuring that only those that are actively engaged in their duties remain operational.
