This bill allows certain local government officers and employees in New Jersey to receive payment for accumulated unused sick leave under specific conditions, regardless of whether their political subdivision has adopted the provisions of Title 11A of the New Jersey Statutes. The payment of unused sick leave will be at the discretion of the political subdivision and will not be subject to collective negotiation agreements or individual contracts. If a political subdivision chooses to make such payments, the eligible hours for payment cannot exceed three weeks of sick leave, must ensure that the employee retains at least 100 working days of sick leave per year, and can only occur once per calendar year.

The supplemental compensation for unused sick leave will be calculated at a rate not exceeding 60 percent of the employee's daily rate of pay for each day of sick leave based on the salary received during the year the leave was earned. Additionally, the bill prohibits political subdivisions from authorizing or accepting special emergency appropriations to fund these payments. This legislation does not apply to local boards of education and aims to provide more flexibility in compensating employees for unused sick leave while establishing clear guidelines for such payments.
