This bill authorizes the Commissioner of Labor and Workforce Development in New Jersey to create public-private partnerships aimed at developing and enhancing artificial intelligence (AI) job training programs. The partnerships will allow private entities to take on full financial and administrative responsibility for the design and implementation of training services that focus on AI-related skills. This initiative is intended to support displaced workers and ensure that the state's workforce remains competitive in the rapidly evolving technology landscape. The bill also establishes an advisory council to guide the partnership's efforts and requires annual reporting to the Governor and Legislature on the program's progress.
Additionally, the bill stipulates that private entities involved in these partnerships will not be subject to certain procurement and contracting requirements, nor to prevailing wage laws, thereby streamlining the process for developing AI training programs. The Commissioner will oversee the review and approval of project proposals, which must include details such as fee structures, training duration, instructor qualifications, and training locations. The act is set to take effect 30 days after its enactment.
