This bill establishes the Rider Advocacy Commission within the Department of Transportation, which will operate independently of the department. The commission is tasked with creating the New Jersey Transit Office of Customer Advocate, headed by a Rider Advocate appointed by the commission. The commission will consist of three members appointed by the Governor, the President of the Senate, and the Speaker of the General Assembly, with terms ranging from one to five years. The Rider Advocate will report directly to the commission and will have the authority to engage expert assistants when necessary to protect the interests of New Jersey Transit Corporation (NJT) customers.

The Office of Customer Advocate will be responsible for investigating and advocating for customer experience matters related to NJT operations. It will provide analysis and feedback to the NJT board, the Governor, and the Legislature, and will represent customer interests in matters such as fare increases and service changes. The office is required to conduct monthly meetings with customers, allowing for remote attendance, and to facilitate public input through its website and voicemail. Funding for the commission and office will come from the State Treasurer, separate from NJT's funds. Additionally, the bill repeals a previous requirement for NJT to employ a customer advocate.
