This bill aims to protect certain residential tenants from eviction and removal during federal government shutdowns by allowing the Governor to issue an executive order that prevents eligible residents from being removed from their homes due to eviction or foreclosure proceedings. An "eligible resident" is defined as either a furloughed federal employee receiving unemployment benefits or a recipient of the federal Supplemental Nutrition Assistance Program. The executive order can remain in effect for up to one month after the shutdown ends.

While eviction and foreclosure proceedings can still be initiated or continued during the executive order, the enforcement of judgments for possession and removal will be stayed unless the court finds it necessary in the interest of justice or if the eviction is not related to nonpayment of rent. Additionally, sheriffs and court officers are required to refrain from executing removals during the executive order, with specified exceptions.
