This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to create and issue special registered nurse license plates for motor vehicles registered in the state. The plates will feature the caduceus symbol and the words "Registered Nurse," with the design and color scheme selected by the chief administrator. An application fee of $50 will be required in addition to standard vehicle registration fees. The chief administrator must also certify the average cost of producing and managing these plates annually, and if the cost exceeds the application fee for two consecutive fiscal years, the program may be discontinued.

Furthermore, the bill mandates that the Director of the Division of Budget and Accounting identify a state funding source to cover the initial costs associated with the design, production, and promotion of the registered nurse license plates, as well as any necessary programming changes. The commission is prohibited from proceeding with the implementation of the license plate program until this funding source is specified. The act will take effect immediately but will remain inoperative until the funding condition is met, with a deadline for satisfaction set for 12 months following enactment.
