This bill allows members of the New Jersey National Guard to serve as election workers, or members of a district board of elections, under specific conditions. It mandates that the Secretary of State and the Adjutant General create a memorandum of understanding to facilitate this arrangement, which must be updated at least annually. If a county board of elections finds that it cannot meet the required number of district board members within three weeks of an election, it can request assistance from the Department of Military Affairs to solicit National Guard members willing to serve. The process for these requests and solicitations will follow the established memorandum of understanding.
Additionally, the bill stipulates that National Guard members serving as election workers must do so in civilian clothing, not in uniform. They will receive compensation as outlined in existing law, in addition to their regular pay as National Guard members. The bill also clarifies that National Guard members are permitted to serve in a personal capacity as election workers, provided they meet the qualifications set forth in current law.
