This bill mandates the Department of Children and Families (DCF) to publish and disseminate information regarding early childhood mental health specifically for professionals such as social workers, teachers, and child care workers who primarily serve children aged five and under. The DCF is required to collaborate with the Department of Human Services and the Department of Education to make this information available on its website and through direct dissemination. The content of the information will cover the significance of early childhood mental health awareness, guidance on communicating mental health concerns to parents or guardians, and referrals to state or community resources for assessing children's mental health needs.

Additionally, the bill allows the DCF to provide in-service training for the aforementioned professionals on the published information. To ensure effective implementation, the DCF is also tasked with adopting rules and regulations in accordance with the Administrative Procedure Act. The provisions of this act are set to take effect no later than 360 days after its enactment.
