This bill mandates that public institutions of higher education and county vocational schools in New Jersey waive tuition fees for eligible individuals participating in registered apprenticeship programs. An "eligible person" is defined as someone whose gross aggregate household income is below the state median income at the time of admission. To qualify for the tuition waiver, individuals must meet specific criteria: their tuition costs must not be covered by employer benefits, they must complete a Free Application for Federal Student Aid (FAFSA) annually and exhaust all financial aid options, and they must remain employed as active registered apprentices while maintaining satisfactory academic progress.

Additionally, the bill stipulates that the state will reimburse these educational institutions for the tuition costs associated with the waivers granted to eligible individuals. The provisions of this act will take effect immediately and will apply to the first full academic year following its enactment.
