This bill permits the issuance of a motorcycle endorsement to certain out-of-State military personnel, including members of the armed services, their spouses, and dependents, who hold a valid New Jersey driver's license. The endorsement can be obtained without the need to return to New Jersey for a written or road test, or to complete another motorcycle safety course. To receive the endorsement, the individual must submit a written request, pay the established fee, and provide documentation proving successful completion of an approved Motorcycle Safety Foundation (MSF) Rider Education Course, as well as evidence of their assignment outside the State.

The bill aims to streamline the process for military personnel and their families, allowing them to maintain their motorcycle endorsement while serving away from New Jersey. The Chief Administrator of the Motor Vehicle Commission is tasked with issuing the endorsement by mail upon receipt of the necessary documentation and payment. The act is set to take effect on the first day of the third month following its enactment.
